Born in Ankara in 1956, Mr. Evirgen received his bachelor's degree from The Faculty of Management at Istanbul University.

After completing his SCUBA training, he started shooting underwater photos . He has contributed to many group exhibitions in addition to his first solo exhibition in 1992. He published pioneer Turkish underwater magazines like "Deniz Magazin" and "Sualtı Dünyası" and was the editor in chief of “Sualtı Dünyası” until 2009. Besides organizing underwater shooting training programs, he has shot underwater photos in many parts of the world. Especially his underwater frames from the North Pole and Antarctica were the first ones shot by a Turkish diver in those waters. He was part of the team which founded  The Association of Underwater Photographers and Videographers (SUFOD) and is still acting as the chairman for this association.
